Just had an email from a RM safety official - he uses the term PPE quite freely and states that "The HSE actively 'encourages' Royal Mail to enforce its PPE policy."

Whether helmets work or not is irrelevant. There's no legal requirement to wear one, and unless you ride your Pashley around a building site where there's a risk of things falling on your head, they have no legal health and safety obligation to insist that you wear one.

I'd ask them to send your lawyer the basis for the requirement... That should do the trick.

FWIW, I think you're daft not to wear one, but it's entirely your decision and nothing to do with your employer.

The opposing viewpoints remind me of the climate change debate. If you want to fund "research" then a much better chance if it to prove we're all doomed rather than it's just a natural thing and our contribution is minimal, but allows governmets to scare veryone (which they want to do). This is somehow equated in the helmet debate as "wear a helmet so if you fall off you won't die" "Research", which is in fact mostly marketing bolox - Mr Bell was losing moto helmet sales, so invented a helmet for another market, did the PR and bingo, everyone in on the act and actually believing WITHOUT QUESTION the spiel. The manufacturers must have been laughing their heads off between counting the cash!
