aheadset (alpina) corroded in frame - how to get out?

removed alpina headset from alu frame. There is a steel ring seized in the bottom of the headtube - what is the best way to remove?

the problem is there is nothing to hit - it is right up in the underside of the tube - can't get hold of it or put anything behind it

if it's a sealed bearing one, leave it where it is and get a new headset the same as the old one.

Some local heat? Al alloy should expand more than the steel insert. It'll probably damage the paint though.

Die grinder(dremel)with a mounted point.It should grind out easily enough.

Just cut through it carefully and flick it out.
