It means that "The spokes on these wheels often break but if you ever have this happen to you we will repair your wheel quickly but say that we have never, ever known it to happen before and this is an all-time first".

I seem to remember seeing it in an old technical booklet. I'm sure it means for clincher tyres only. Some wierd French conceptual drawing.
