Since it doesn't say, I'll assume that this means when driving a car. It's a proven fact that a large number of motorists die of head injuries. Helmets save lives, so all motorists should be compelled to wear them. Amirite?

This is a very hot topic here in Melbourne atm. They have just introduced a city bike hire scheme just like the London one. This is the only scheme in the world where it is compulsory to wear a helmet. They are now looking at providing fold up paper helmets 4fs.

I wouldnt wear a helmet to go jogging, so I shouldnt have to wear a helmet riding at a similar speed.

Locals look at me as if I am mad! 'But what if you get hit by a car?'...'I will be dead' I reply with a smile. 'My helmet wont save me'

For the record I wear a helmet on 99% of my rides but I wouldnt expect it to save my life. It does stop tree branches hurting when you are out on a MTB and its also a good place to attach a helmet light / cam.

In West Wales, I'd happily ride without one. If I get splattered on the A40 by one of Mansel Davies' finest then a helmet won't do much.

Around London though, I don't think I'd risk leaving without one. Unless you're stupid enough to try and pass a bus when its anything other than stationary, the most likely accident is most likely to be at low speed so a helmet will most probably help.

I don't think legislation is the key, education probably is (as with all things that are potentially dangerous: drugs/ booze/ smoking/ crossing the road/ gardening/ shaving etc.)

Interestingly, in London, where there has been a marked increase in helmet usage by cyclists over the last umpteen years, there has been no reduction in the number of serious head injuries nor deaths. This has been mirrored elsewhere where helmet waering has been made compulsory by statute.

Personnally I don't bother and prefer one's natural self defence mechanism to kick in that much sooner (which is one of many explanations of the above FACT), but appreciate this is simply a matter of personal preference.

Scandalous waste of police resources and taxpayers money. They should be checking all those foreign lorries getting off the ferries with bald tyres and no brakes.

Be honest, helmets just don't look cool. That's why people don't like wearing them IMO or they're not that keen on the thought police telling them that they should.
