Considering TT next year but am shocked at the price of kit. There's some cervelo P3 rip-off's on ebay but the geometry looks very different to the real thing. What are peoples experience with budget frames and are there any recomendations?

It wouldn't be a TT frame if it was reasonably priced.
The whole point of time trials is that you spend loads of money on a silly looking bike and make believe it makes you go faster.

Don't know how much they cost over here in the UK mate, but have a serious look at the Specialized SHIV TT frame... I had a play around with one in Aus recently and they are tidy!
