So if you are not bothered about doing exactly as suggested by John, then you are presumably happy to see the regulations unchanged? If you are not happy with them unchanged (as you seem to imply), then the course of action has been presented to you. Your choice. Do nothing and in effect you endorse no change.

I haven't implied anything at all, I'm perfectly happy if the rules are kept as they are, changed, re written from scratch, thrown in the bin or carved into solid gold and installed at Buckingham Palace.
